Ernest T. Maestas, PE Chairman Emeritus
Mr. Maestas, has over 43 years of civil engineering experience, including 32 as President of Maestas & Associates, LLC. Mr. Maestas began his engineering career in 1978 after graduation from New Mexico State University in Las Cruces, New Mexico. For the first few years of his career Mr. Maestas worked for a large national firm in Chicago, Illinois designing wastewater treatment plants in Tacoma, Washington, Chicago, Illinois, and Du Page County, Illinois.

In 1980, Mr. Maestas relocated to San Antonio, Texas. Over the next nine years Mr. Maestas worked on projects in the San Antonio area. During this period, he worked on a variety of projects that included both private development and public agency projects.

In 1989, Mr. Maestas formed a partnership with Mr. Bailey, and they opened the firm of Maestas & Bailey, Inc. In 2009, Mr. Bailey retired, and the firm changed its name to Maestas and Associates. Over the past 32 years, Mr. Maestas has been designing engineering projects for public agencies, most notably the City of San Antonio, San Antonio Water System, and the Texas Department of Transportation. He has built a reputation for delivering quality projects conscious of budget and schedule.

Mr. Maestas engineering experience includes design of wastewater treatment facilities, water distribution systems, sanitary sewer collection systems, transportation facilities, subdivisions, and drainage projects.

Jose Reyes vert
Jose L. Reyes, PE, CFM
President/Chief Executive Officer
Jose brings 17 years of experience managing the planning, design, permitting, and construction of roadway and drainage engineering projects for the State of Texas, municipalities, and private developers.

He specializes in complex and dynamic hydrology and hydraulic modeling. He is experienced in 2D modeling, unsteady modeling, drainage and detention studies, riverine floodplain mapping, erosion and scour analysis, storm sewer design, street and overall site drainage, and general civil design.

Jose has worked on several storm water projects for municipalities, FEMA and private entities, to produce preliminary engineering reports, floodplain analysis reports and complete PS&E packages. He has performed numerous storm water analyses using advanced and traditional applications such as XPSWMM (1D and 2D), HEC-HMS and HEC-RAS.

Dwayne S. Hamilton, PE, CFM Chief Operating Officer
Mr. Hamilton has 32 years of experience in managing the planning, engineering design, permitting, and construction of roadway and drainage projects for federal agencies, the State of Texas, municipalities, counties, river authorities, and private developers. He is a graduate of Louisiana Tech University in 1989 and a registered Professional Engineer in Texas and Louisiana. He is also a Certified Floodplain Manager and expert in hydrology and hydraulics. He began his career in the public sector with the Texas Department of Transportation and City of Mesquite, Texas. He then worked for several engineering firms and co-founded Reyes & Hamilton Engineers, PLLC, prior to merging and becoming a principal with Maestas & Associates, LLC.

Dwayne has extensive experience in performing hydrologic and hydraulic floodplain analysis; designing flood control improvements, including reservoir modeling, detention design, storm sewer rehabilitation projects, and storm water quality designs; and permitting with FEMA and USACE. He has significant roadway design and construction experience from local roadways to interstate highways. In addition, he has designed and managed the construction of water distribution and sanitary sewer collection systems.

Dwayne has 21 years of experience in the San Antonio area and has relationships with TxDOT, the City of San Antonio, Bexar County, SAWS, and SARA. His experience has gained extensive knowledge of the drainage, environmental, and permitting issues in San Antonio and South-Central Texas area.

Carlos Luna vert

Vice President
Carlos is a Project Manager at Maestas. He has over 12 years of roadway, drainage, and utility engineering design experience. He has worked with municipalities and agencies like the Texas Department of Transportation (TxDOT), City of San Antonio, City of Kyle, Bexar County, and FEMA. Mr. Luna also has extensive water and sanitary sewer design experience with San Antonio Water System (SAWS) and understands the importance of utility coordination and collaboration required for successful projects.

Carlos has developed various roadway and drainage PS&E packages for City of San Antonio through the Street and Sidewalk IMP. Carlos is the Project manager for our 2017 City of San Antonio Bond project – Cedarhurst Drive. In addition, Mr. Luna recently managed a pavement package of 40+ streets for City of San Antonio; this project required direct guidance, inspections, and construction management of local contractors performing base repairs, overlays, and ramp improvements.

Carlos also has diverse drainage and H&H experience including modeling and designing storm sewer systems, culvert and bridge crossings, detention ponds, and floodplains. Mr. Luna is familiar with H&H standard guidelines and preferred practices throughout Bexar County. In particular, his experience and understanding of 1D and/or 2D modeling allows for logical approaches and practical solutions throughout the PER and design phase.
